Human Resources refer to the set of workforce who are responsible for organisational growth and development. Currently, Human resource development is a pivotal discipline because of Its importance in any organization.
That’s one who is responsible for developing skills of his/her workforces called human resource manager and Human resource management defined as organizing,coordinating and managing employees within an organisation to accomplish Its mission, vision and goals. However, in this paper, we try to understand about human resource development in Bangladesh,its challenges and future prospects.
Human Resource Development in Bangladesh:
Bangladesh has a vibrant youths manpower.but they all are not skilled. If they become skilled through human resource development, the economy of Bangladesh will be fabulous.
Asia and the Pacific has observed the fastest Human Development Index (HDI) progress in the world- with Bangladesh being one the best performers, moving from an HDI of 0.397 in 1990, the fourth lowest in the region, to a HDI of 0.661 in 2021. Only China had greater improvements in the region over this period.(The Daily Star, 2023).It is shown that the development of human resources is growing rapidly. It’s a positive sign for our country.
We know that Bangladesh, with a population of 160 million faces various challenges, specifically its unemployment. In this regard, various organizations including government and non government organisations come forward with a systematic strategy in order to develop the skill of our manpower and make them human resources. It has great importance because if we try to ensure sustainable development, we have to make our people skilled in human resource development.
Government and Non Government various organisations try and launch a number programmes,workshops etc In order HR Development. Now, I will describe the initiatives taken by Government and Non government organisations.
The Initiatives taken by Government:
The Bangladesh government took various initiatives to ensure human resource development through various ways such as making education policy, training, providing English language training programmes etc.
In FY 2022-23, the government has spent about 23.88 percent of the total budget for the sectors related to human resource development such as education and technology, health and family welfare, women and children, social welfare, youth and sports development, culture, labour and employment etc.(Ministry of Finance, 2023)
Education Policy:
Government adopted a modern education policy in 2010 in order to ensure quality education. Besides, the Bangladesh Government gives opportunities to learn by the digital advancement such as multimedia classroom,digital screen,ict training programme etc.
Stipend and Scholarship:
Bangladesh government gives various scholarships for unprivileged youth so that they could make themself human resource.
Vocational and Technical Training programme:
Government launched various training programmes including IT related,employment related etc in the last era.
Human Capital Development Programme:
It focuses on developing the quality and relevance of primary education and technical and vocational training.
Developing Health sector:
The Bangladesh government established more than 13000 community clinics in order to provide them treatment and increase their productivity. Besides, various training programmes and nutrition programmes were launched with a view to combating malnutrition and improving physical and cognitive improvement.
Women Empowerment:
The Bangladesh government established gender equity in the education system and gave opportunities to enroll in various training programmes and also give them micro finance support in order to ensure women empowerment and make them human resource.
Initiatives taken by Non Governmental Organisations:
Non governmental organisations(NGO) play a crucial role in developing human resources. They operate various programmes for ensuring human resource development.
Educational Initiatives:
Bangladesh Rural Advancement committee(BRAC), Jaago Foundation, etc provide and operate World largest non formal education in the world.
Skill Development :
Grameen Bank, UCEP Bangladesh etc offer various training programmes including professional and employment training.
Healthcare and Nutrition:
Care Bangladesh, Marie Stopes Bangladesh etc provide healthcare and nutrition service, arranged awareness programmes etc.
Women Empowerment:
Nijera kori, Grameen shakti etc are working for empowering women in rural Bangladesh
Besides, a number of NGO work for developing human resource programmes.
Challenges for developing human resource in Bangladesh:
There are a number of challenges for improving human resource, these are given below:
- Resource Scarcity
- Low Quality Education
- Less developing country
- Limited opportunity for skill development
- Cultural and Social Barriers
- Limited knowledge about digital machine
- Institutional weakness
- Coordination problems
Future Prospect of Human Resource Development in Bangladesh:
- Demographic dividend
- Development of ICT
- Vocational and Technical Education gain importance
- Increasing student for higher education
- Increasing employment opportunity
- Ensuring sustainable development
Human Resource Management is all about recruiting, selecting, stuffing the employees and making them skilled in order to achieve goals.it gains importance day by day, in this regard everyone should be concerned about developing human resources.
